Associate professor Zhang Kaiyun interviewed by Guangzhou Daily
Recently Zhang Kaiyun attended Guangdong Rural Reform and Development Seminar, he claimed that the most needed and concerned public service of farmers in Guangdong province in descending order are medical service (57.6%), education (53%), and social security (40.2%), however, farmers have not been satisfied by these public service or public goods. Zhang suggested that the boundary of responsibility in providing public service in rural area should be reasonably defined between central government, provincial government and township government, the respective financial distribution and proportion should be set properly, the right of affairs and finance of governments in all levels should be unified to effectively safeguards providing the funding in fundamental public service in rural area.
